Abstract: Hier wird ein Finanzierungsmodell vorgeschlagen, das auf staatlichen Förderungen zur energetischen Gebäudemodernisierung beruht, diese aber benutzt um ein hohes Volumen an privaten Investitionen zu mobilisieren. Statt massiver direkter Zuschüsse zu Modernisierungskosten, werden Förderungen vorgeschlagen, die über die Zeit hinweg ausbezahlt werden. Dabei kann ein wachsender CO2-Preis zugrunde gelegt werden.
